Everyone should be responsible to take care of themselves first, and the safety of others in general. So, talking about safety it's a big task.
First of all, everyone has to be well knowledgeable about violence, crime, thefts and accidents in a street, in order to be responsible or concerned about the safety on the street. Someone has to be careful during day and night walking on the street, however, this doesn't mean that all responsibilities are on the people.
Second, the government has to take prudent measures to keep their people safe. While I know we will never get to zero when it comes to accidents involving crime in street, I think reviewing the statistics helps us focus on what the people and government can do to make the roads as safe as possible.
Although many cities are safe, still violence and crime take place somehow. For example: in the USA, which is one of the most developed countries in the world - some cities are known by crime worldwide, even when people take care of themselves. Government should put cameras and lights in every street in order to make streets safer. The government has to rely on the modernization of society through educating its people, but technology alone is not the answer. The next step is to instill a culture of safety in people.
To sum up my point, people, government in addition to new technologies have to work together in order to make streets safe.
